$23 Million Affordable Housing Redevelopment Completed in Salina
Ribbon Cutting June 18 to Celebrate Preservation of 118 Local Homes

SALINA, KS — The Salina Housing Authority and Knight Development will host a ribbon-cutting ceremony on Wednesday, June 18 at 10:00 a.m. to mark the completion of Salina RAD Homes, a $23 million effort to preserve and modernize 118 affordable homes across the city. The event will take place at 1309 Osage Court and will feature remarks from local, state, and federal officials.

“This is an investment in families, in neighborhoods, and in the long-term future of Salina,” said Suzanne Smith, Interim Executive Director of the Salina Housing Authority. “We’re proud to work with partners who understand how vital stable housing is to the community’s success.”

Salina RAD Homes is a scattered-site redevelopment consisting of single-family homes, duplexes, quadraplexes, and row houses. Known as Vanguard Apartments, the unit mix includes 10 one-bedroom, 56 two-bedroom, and 52 three-bedroom homes. The effort was funded through HUD’s Rental Assistance Demonstration (RAD) and Section 18 programs, blending 24 RAD units with 94 Project-Based Vouchers (PBVs). Each unit received critical upgrades to meet modern standards for energy efficiency, accessibility, and safety.

Confirmed guests include representatives for U.S. Senator Jerry Moran, U.S. Senator Roger Marshall, and U.S. Representative Tracey Mann; Kansas State Representative Clarke Sanders; Salina Mayor Greg Lenkiewicz and Vice Mayor Mike Happock; Jacob Wood, Interim City Manager of Salina; Salina Chief of Police Clarence Wise; Suzanne Smith, Interim Executive Director of the Salina Housing Authority; members of the Salina Housing Authority Board of Directors; Ryan Vincent, Executive Director of the Kansas Housing Resources Corporation; and Gary Hobbie, Executive Director of the Community Housing Development Organization (CHODO) of Central Kansas. Additional members of the Salina City Commission and municipal staff are also expected to attend.

Salina RAD Homes was co-developed by Knight Development and the Salina Housing Authority. Red Stone Equity Partners provided equity with financing support from Regions Bank and Cedar Rapids Bank & Trust. Snyder Construction Group was general contractor. Perez was the project architect, and Royal American Management oversees property management. Together, this team delivered a transformative investment in affordable housing for the Salina community.
